On April 22, a Decree was published in the Official State Newspaper (POE) that establishes that, when so determined by the authorities, the mobility of people may only be carried out in the following cases: I. For the performance of activities work or essential activities; II. For the performance of human rights defenders, journalists, unions and social services that provide humanitarian assistance; III. For the care of emergency situations; IV. For justified special situations.
Since the justified special situations referred to in the Decree are not defined, on May 8, 2020, the document “Mobility and Human Rights. State Public Policy Actions in the Context of the Health Emergency due to the SARS COV-2 Coronavirus (COVID-19)”.
In one of its sections it is mentioned that in order for citizens to participate by exposing what can be considered as justified special situations (justified departures), the AIDH will put an open mailbox on its website, so that people contribute ideas and personal, family or community descriptions that must be recognized as justified departures, as well as their opinion on the scope of the aforementioned decree.
